A Mount Vernon teen hanged himself at Rikers Island after the jail failed to follow a Queens judge’s order to place the inmate under suicide watch, lawyers charged Saturday.
David Mercado, 17, was supposed to be placed under round-the-clock protection after a Dec. 17 arrest in Queens on statutory rape charges that said he had sex with a 14-year-old girl.
But within 24 hours he hanged himself, attorneys for Mercado’s family said.

John Walsh’s ‘Demand’ for more of Our tax dollars for his personal vigilante projects? Well, for 20 years Sen. Joe Biden and John Walsh have been friends and have a lot to do with the direction America’s law have gone. Over the years, America has built more prisons, juvenile centers and boot camps instead of SCHOOLS, depleting our tax revenue for community projects make children more vunerable. Joe Biden manufactured many new law; the outcome is 98% of our citizens with a criminal charge are forced into plea deals. Our justice system needs to shuffle more dockets and reduce courtroom time ! The outcome America has the largest prison population in the world . 1 in 31 people are being supervised by government, Probation, parole, etc.
The big question now is can America afford to continue to appease John Walsh’s demands or should we bring back sane, just and common sense policy’s to America’s laws, courts and civil policies ? We demand just laws for our citizen’s. Over 700,000 citizens did not kill Adam, and should not suffer the consequences Walsh or Biden created. What I need is a tax refund , Mr Walsh.

Has the cost of providing justice for the nation changed over time?
From 1986 to 2006, the total justice expenditures—federal, state, and local governments—increased 301%, from $54 billion to $214 billion. The biggest increase in expenditures occurred from 1986 to 1996, when the total justice expenditures rose 125%, from $53 billion to $120 billion. Since the mid–1990s, the increase in total justice expenditures has slowed. From 1996 to 2006, justice expenditures increased by 78%. From 2001 through 2006, justice expenditures increased by 28%.
