But like anything else, there is a downside. Rumors that were once transmitted by word of mouth can now appear instantly within a peer group, a school, a whole community and beyond.</p>

			<content:encoded><![CDATA[My inbox is full of pitches for products and services that claim to prevent bullying. Most use some type of word recognition to either block offensive messages or report them to parents. But even if you add the word "cyber" to bullying, it's still bullying. Bullying isn't caused by technology and it's not cured by it either. It's about relationships.<br />
<br />
While I have no doubt that monitoring software that runs on phones, computers or the web can be used to focus in on offensive words, I don't think it's the solution to offensive behavior. At best it can block a message from getting through or inform parents that a kid is either being bullied or bullying others. While that might have some value, it does nothing to stop the underlying attitudes that foster and motivate the behavior and it does little to equip the person being bullied with the skills needed to survive unscathed.<br />
<br />
<strong>Subtle meanings</strong><br />
<br />
And even if technology can identify offensive words, it's not all that good at understanding the subtle meaning behind the words. Words must be considered in context and context can only be ascertained if you understand the relationship between the people involved. Even racial, ethnic, sexist and homophobic  epithets have their context. The same word that's used as part of a vicious attack can sometimes be a term of endearment. Among friends, it can be used affectionately or humorously or perhaps in a teasing and maybe even annoying  but not necessarily harmful manner. In other contexts it can be mean or hateful. The same can be true of other "hurtful words," which sometimes hurt a lot, sometimes hurt a little and sometimes don't actually hurt at all. Humans are a lot better than machines at distinguishing between an inside joke and a vitriolic attack.<br />
<br />
Even if we can agree that something is negative, it's close to impossible for a machine to know how someone will respond. Reactions can range from laughing it off, mild annoyance to anger and depression. And how someone reacts often has more to do with their own resilience or other things going on in their life than the words themselves. The same comment that one person might laugh at or get over quickly could be extremely hurtful to someone else.<br />
<br />
Besides, most cyberbullying is also associated with bullying at school or other non-virtual spaces.<br />
<br />
<strong>Not really a solution</strong><br />
<br />
The biggest problem with a technical "solution," is that it's not really a solution. If a person is thinking mean thoughts, then simply muzzling them does nothing to modify those thoughts. Combating bullying, hatred, bigotry and cruelty is more than just suppressing mean speech, it's also helping people think differently about others.<br />
<br />
And, finally, blocking or reporting negative speech doesn't build the resilience that young people need to thrive even in the face of negative behavior. While we must seek to end bullying and harassment and limit meanness, we must also learn to cope with it. That's not to say it's ever acceptable, but we can't let bullies ruin our lives and we must teach our children to stand up to bullies and realize that it's not their fault if someone else is mean.<br />
<br />
<strong>Might help some children</strong><br />
<br />
I'm not saying there is never a role for monitoring software.  There are some children who need a bit of help either because they can't control their impulses to say inappropriate things or because they are particularly vulnerable to bullying.  Clearly, parents must make their own decisions as to whether monitoring software is appropriate for their children.  But such products are not for everyone. Most kids don't bully and most kids that do receive an occasional mean or annoying message are able to handle them without horrendous consequences. As always, your first response should be to talk with your kids and find out what they need before trying to find a technical solution to a problem that may or may not exist. Technology can sometimes support parenting but it can never replace it.<br />
<br />
<strong><br />
It takes a village, not an algorithm</strong><br />
<br />
Combating bullying -- which typically takes place at school -- isn't a one-off task. It involves encouraging a culture of respect and a set of commonly understood norms that celebrate diversity and discourage mean and hateful behavior.  That takes everyone -- students, teachers, administrators, parents, police officers, janitors and everyone in the community.  It's a job for people, not software.<br />

			<content:encoded><![CDATA[As far as I can tell, Google engineer Steve Yegge never intended to become famous for criticizing the company he works for. But if you use his company's search engine to google his name, you'll find plenty of references to his recent Google+ post, in which he called the company's new social media service a "pathetic afterthought," a "knee-jerk reaction" and a "study in short-term thinking."<br />
<br />
Those are harsh words for someone to write about his employer, but in a follow-up post, Yegge said that he had never meant for it to be public. He intended it to be "visible to everybody at Google, but not externally."<br />
<br />
Yegge, who referred to himself as "not what you might call an experienced Google+ user," posted his rant at midnight and made it public by mistake.<br />
<br />
I'm not sure what he did wrong. In his follow-up post he said "by the time I figured out how to actually post something I had somehow switched accounts." But one thing is for sure, if a Google engineer can mess up on his Google+ privacy settings, so can the rest of us.<br />
<br />
Whenever you post something on Google+ you have the option to post it to the public or restrict it to specific people that you enter by name. Or, you can select a group, or groups, of people called "circles." Directly below the text box is an area where you can "add circles or people to share with." Once you make a selection and click "share," your post is seen only by those people.<br />
<br />
<strong>There's a catch to in-line privacy settings</strong><br />
<br />
But there's a catch. Whatever option you select will remain the default until you change it. So if you generally post only to specific circles but decide you have something to say to the public, you had better remember to go back and change the setting the next time you post.<br />
<br />
To be fair, the icons that represent your choice are big, bold and in plain English. But that wouldn't necessarily prevent someone from forgetting to check their last setting. If you found that you have made a mistake, Google+ lets you delete or edit the post and change the audience but -- as has been said many times before -- once something is "out there," it's out there.<br />
<br />
Facebook recently adopted similar "in-line" privacy settings. It now lets you decide each time you post whether it should be seen by the public or only by Friends, specific people you specify or a list of people. Lists can be ones you've set up (like Google+ circles) or "smart lists," which Facebook generates based on things you may have in common, such as work or school.<br />
<br />
With Facebook, you need to look for a small indicator just below the update box that might say "Public," or "Friends" or perhaps the name of the list of people you're sending to. As with Google+, anytime you make a change it remains in place until you change it again, so it's very important to glance down at that indicator to avoid sending something to the wrong people.<br />
<br />
But even if you're very careful in how you use your social network's privacy settings, I still urge caution when posting something that could cause problems if seen by the wrong people. There is nothing to stop someone from copying and pasting what you post. You can delete something from your profile, but you can't prevent others from posting it to theirs or sharing it via email or other means.<br />
<br />
<strong>Email, too</strong><br />
<br />
It's also important to be cautious when sending email.<br />
<br />
Several years ago, when I was writing for the Los Angeles Times, I got a worrisome email from my editor about a column I had submitted. Upset, I forwarded it to my wife with the comment "I don't think he likes my work," but instead of pressing "forward," I clicked "reply." The good news is that he wrote back saying that he loved my work but just had a small problem with that particular column.<br />
<br />
And when you do forward, be careful about the "thread" of messages you're sending on. A couple of years ago, my wife forwarded an innocuous Gmail message to my daughter but she didn't realize that the message was part of a longer conversation that included a plan for my daughter's surprise birthday party.<br />
<br />
Also be careful when you type names in the "to" box. Some email programs and Web services (including Gmail) have an auto-complete function that saves keystrokes but makes it easy to select the wrong person. If President Barack Obama were using Gmail to write a message to his wife Michelle Obama, he could easily direct it instead to Michele Bachman.<br />

Another common error is responding to people on lists. I'm part of a Google Group listserv and when someone posts to the list, the "from" field shows their name. So if you want to respond privately, it's natural to just click "reply." But if you do that, the reply goes to the entire list, as several of us have discovered when we accidentally broadcast what was meant to be a private response.<br />

In 1968, Andy Warhol said, "In the future, everyone will be world-famous for 15 minutes." The future is here, but with the wrong click, that could easily turn into 15 minutes of infamy.<br />

I'm falling in love with someone named Siri. She's smart, she's sassy, she answers my questions and she mostly does what I tell her to do.  Siri isn't a person -- I wouldn't dare expect the real women in my life to follow my commands.  She is the personal assistant built into Apple's new iPhone 4S.  And, largely because of Siri, I just put my Android phone on the shelf and switched to the iPhone 4S.<br />
<br />
While Android also has voice applications, they're not as smooth or well integrated as Siri. Press the iPhone 4S home button, ask a question and there's a pretty good chance that Siri will find an answer.  There is also a good chance that Siri will carry out your verbal commands like "set an alarm for 7:00," "find me the nearest sushi bar" or "give me directions to Susie Smith's house" (assuming Susie's address is in your contact list). You can also use Siri to dictate a text or message. It's not perfect -- there were a few times when it misinterpred my voice -- but it was mostly pretty accurate.<br />

My first photo with the iPhone 4S was the apple tree in front of the late Steve Jobs' house, which I passed on way home from Apple store. <br />
<br />
<strong>Fit and Finish</strong><br />
<br />
Another reason I made the switch is just the fit and finish of the iPhone, inside and out. Like the physically identical iPhone 4, the 4S just feels good in the hand -- a testament to the late Steve Jobs' keen sense of design.  But the operating system is equally refined. Unlike Android -- which is powerful but a bit clunky -- iOS 5 does what it does elegantly, even though it might not have the potential to do quite as many things as an Android device.<br />
<br />
Of course, the iPhone 4S also has some hardware improvements over its predecessors, including a faster A5 chip and a much improved 8 megapixel camera. I'm not much of a game player, but -- for those who are -- the faster chip definitely improves performance. What I can feel is a snappier response compared to the iPhone 4 and most other touch screen phones, including recent Android phones I've tested.<br />
<br />
iCloud is another plus. True, Google had cloud services long before Apple, but I like the way iCloud makes it easy to sync music between my PC and various iOS devices. Before I left the Apple store, the music I had purchased on iTunes was wirelessly and automatically transferred to my new 4S.<br />
<br />
Although setting up the new iPhone 4S went smoothly, I can't say the same for my experience upgrading my iPad and iPod Touch iOS 5. Like a lot of other users, I had some initial problems, which -- with the help of Apple support -- I was finally able to work out.<br />
<br />
<strong>Network Choices</strong><br />
<br />
It's now possible to use an iPhone on Sprint in addition to AT&T and Verizon.  While all three networks have pretty good coverage, I chose Sprint because of its pricing plans, which include a $99 a month "Simply Everything" plan that covers unlimited voice, data and messaging. Also, the iPhone 4S is able to work in Europe and other countries that use GSM phone plans and I'm told that Sprint will unlock the phone for "customers in good standing" so that it will be possible to use less expensive local phone services when overseas.<br />
<br />
<strong>I Could Switch Back</strong><br />
<br />
With technology, nothing is forever. While Apple may have the latest and greatest right now, there is certainly the possibility that I might change my tune depending on how rich and creamy Google's upcoming Ice Cream Sandwich Android operating system turns out to be. The good thing about competition is that all players have an incentive to outdo the others and -- with its enormous resources -- I have no doubt that Google will do all it can to outclass Apple.<br />

Ndemo, permanent secretary of the country's Ministry of Information and Communications, is optimistic that Kenya's relatively well-educated and English-speaking population will leapfrog 20th-century technologies and cash in on mobile broadband.<br />

"A few years ago we started to think about how to absorb many youth," Ndemo told me in a recent interview at his office in Nairobi, adding that half the population is below age 20. I was in Nairobi for the United Nations Internet Governance Forum.<br />
<br />
While most Kenyans work in agriculture, information technology is key to the government's plan to transform the nation from an agrarian to a service-based economy. That includes call centers, software development and light industry.<br />
<br />
In 2007, the government drafted what it calls "Vision 2030," a plan that includes greater government transparency and accountability as well as economic, social and political reforms. To that end, Kenya is launching "open data" websites to make government data "accessible to the people."<br />
<br />
In partnership with the World Bank and Nokia, the country has created an "m-lab" to incubate mobile application startups. In June, m-lab sponsored a mobile apps developers conference and a contest that recognized 25 East African app developers, including Simba Technologies, which created an app called MedKenya that delivers health information to Kenyans via mobile phone, using information from the government's open data project. Last month the company participated in DEMO Fall 2011 in Silicon Valley, where it showed off an expanded version, called MedAfrica, to bring similar content to other countries on the continent.<br />
<br />
Perhaps the most famous mobile success is M-Pesa ("M" stands for mobile and "pesa" is Swahili for money). Launched in 2007 by Kenya mobile carrier Safaricom, M-Pesa allows people to use text messaging to transfer funds via cell phone. Stores selling cards to top off M-Pesa accounts are everywhere. I even spotted them in small towns while traveling in rural parts of the country.<br />
<br />
"Africa is the Silicon Valley of banking," said Carol Realini, executive chairman of Obopay, a Redwood City-based mobile banking company. "The future of banking is being defined there."<br />
<br />
Ndemo said that there are thousands of young Kenyans involved in app development. One Kenyan company, Planet Rackus, has done well with its "Ma3Racer" driving game that the Kenya Standard newspaper said "allows one to test his or her driving skills on the busiest, and roughest Nairobi roads." The app, I'm told, is based on racing matatus (taxi vans) on real urban roads. Just inching along Nairobi's incredibly crowded streets in taxis has been tough on me.<br />
<br />
Some rural communities lack electricity, let alone Internet. Although there are projects to bring fiber to the home, most Kenyans get online either at cybercafes or by purchasing an inexpensive USB modem and buying mobile Internet top-off cards.<br />
<br />
Fortunately, my laptop has a pretty good battery, which was needed, because hardly a day passed during my stay without a brief power outage -- even at a luxury hotel in the capital. A lodge I visited in the Masai Mara game reserve uses generators, which they turn off late at night. But Kenya has an abundance of sunshine, and Ndemo hopes to see widespread adoption of solar power. Last year, the country lowered the import tax on solar equipment in an effort to promote "green energy."<br />
<br />
As for the short-term future, one corner of Ndemo's spacious office is dedicated to a scale model of Konza City, a planned 5,000-acre technology park to be located about 40 miles from Nairobi. The area, already nicknamed "Silicon Savannah," will eventually feature housing, a science park, a university campus and two "BPO Technology Parks." BPO stands for business process outsourcing, which can include a variety of "back office" functions including accounting and human resources.<br />
<br />
I don't know how long it will take for Kenya to achieve a modicum of prosperity, but after spending 10 days with some marvelous people, I'm convinced they'll get there.<br />

It was a joint operation of local, state and federal agents cracking down on those authorities are calling sexual predators. They say these men were preying on children enjoying their summer vacation.</span></p>

It went from late May to the end of July. Finally on Thursday, the last of the 26 so-called predators were under arrest, facing charges of child pornography, traveling to have sex with a minor and other crimes that will likely land them in federal prison.</span></p>
<p><span class="Apple-style-span" style="color: rgb(0, 0, 0); font-family: Georgia, 'Times New Roman', 'Bitstream Charter', Times, serif; font-size: 13px; line-height: 19px; ">Brevard County Sheriff Jack Parker was at a news conference announcing the arrests. &quot;The way offenders today are able to migrate across jurisdictions and use computer technology to affect and impact our children who are living in other areas we have to work together,&quot; he said.</span></p>
<p><span class="Apple-style-span" style="color: rgb(0, 0, 0); font-family: Georgia, 'Times New Roman', 'Bitstream Charter', Times, serif; font-size: 13px; line-height: 19px; ">Standing out in this crowd is a Information Technology worker&nbsp;with Brevard Public Schools,&nbsp;a Lieutenant from the Kentucky State Police, and registered sex offenders. Authorities also say they found thousands of pictures, files, and videos of child porn on their computers.</span></p>
<p><span class="Apple-style-span" style="color: rgb(0, 0, 0); font-family: Georgia, 'Times New Roman', 'Bitstream Charter', Times, serif; font-size: 13px; line-height: 19px; ">&quot;Removing these predators from access to children is one of the most important responsibilities we have,&quot; said Susan McCormick, a special agent with U.S. Immigration and Customs Enforcement&#39;s Homeland Security Investigations. They&nbsp;also put possible predators on alert.</span></p>

			In a research it has been found that online stalking can make a person more stressful and traumatic than being bullied in person.</p>
<p>Scientists from the American Psychological Association claim that being bullied electronically can cause intense stress that may be worse than being harassed in real life.</p>

<p>In their research, the experts found that four out of 10 women have suffered electronic harassment after dating online, which includes harassing text messages and disturbing information about them on social media sites, and 20 percent of online stalkers use social networking to stalk their victims.</p>

<p>Elizabeth Carll, PhD, who heads the media division of the American Psychological Association (APA), presented the findings about the impact of cyberbullying on mental health in a talk entitled, &#39;Electronic Harassment and Cyberstalking: Intervention, Prevention and Public Policy.&#39;</p>
<p>&ldquo;Increasingly, stalkers use modern technology to monitor and torment their victims. One in four victims report some form of cyberstalking, such as threatening e-mails or instant messaging,&rdquo; she said.</p>
<p><strong>Majority victims are female</strong><br />
			Citing statistics from the U.S. Justice Department, Carll stated that some 850,000 adults, mainly female, are the targets of cyberstalking in America each year.</p>
<p>In their research, the experts found that four out of 10 women have suffered electronic harassment after dating online, which includes harassing text messages and disturbing information about them on social media sites, and 20 percent of online stalkers use social networking to stalk their victims.</p>
<p>&quot;It is my observation that the symptoms <a href="http://www.themoneytimes.com/Related" ><strong><font color="#111111">related</font></strong></a> to cyberstalking and e-harassment may be more intense than in-person harassment, as the impact is more devastating due to the 24/7 nature of online communication, inability to escape to a safe place, and global access of the information,&quot; Carll added.</p>
<p><strong>2009 study findings</strong><br />
			The talk followed the findings of a research that was carried out in 2009, and that showed 36 percent of students at schools in South Korea had been bullied online at least once in the previous year.</p>
<p>The students, 405 of whom were girls, were from Seoul and the Keonggi area of South Korea, age 12 to 19.</p>
<p>All the study subjects were asked to complete a questionnaire about their experiences with cyberbullying.</p>
<p>Presenter YeoJu Chung of South Korea&#39;s Kyungil University, stated, &quot;The results revealed that cyberbullying makes students socially anxious, lonely, frustrated, sad and helpless,&quot; said presenter</p>
<p>Chung added, &quot;Lots of adolescents have trouble recovering from negative effects of cyberbullying.</p>
<p>&quot;We can help them use emotion regulation skills to recover, rather than become bullies themselves.&quot;</p>
<p>Carll believes that using the modern technology we can fight cyberbullies back. &ldquo;The same technologies used to harass can also be used to intervene and prevent harassment,&rdquo; she concluded.</p>
